The wording is Game Science’s own, in the official video description: “As the game is still in early development, all footage was captured in-game from a work-in-progress build.” Gematsu and VGC both reproduce it. This claim previously cited only those two outlets — a first-party statement sourced entirely to people repeating it.

On reading development time

“Early development” came from the studio, not from us.

It is the single most useful thing said about this project so far, because it rules out a near-term release without requiring anyone to guess a year. The previous game took roughly six years from start of development to launch. That is a fact about a different project, and it is not a schedule — but it is the only concrete comparison available, which is why the year-guesses circulating elsewhere all cluster where they do.
